The Copenhagen Climate Conference: Outcomes and Implications (4 February 2010)
The 2009 United Nations Climate Change Conference held in December in Copenhagen may not have delivered a firm agreement on international emission management for the post-Kyoto era, but it did confirm a high level of political support for effective action. It culminated in the Copenhagen Accord which, while only ‘noted’ in the final COP outcome and therefore not binding, may be considered the first step towards a new treaty.

A Registry Approach for REDD+ (24 April 2010)
The outcomes of the Copenhagen Conference underscore the urgency of making progress on reducing GHG emissions if we hope to achieve the overarching goal of holding the average increase in global temperatures below 2°C. While the limited results of Copenhagen may have postponed reaching a comprehensive binding agreement, progress on reducing emissions is not only urgent but quite feasible on many fronts, and particularly for reducing emissions from deforestation and degradation, forest conservation, sustainable management of forests, and enhancement of forest carbon stocks (REDD+).

Australian Guidelines and Procedures for Approving Participation in Clean Development Mechanism Projects (September 2009)
The Clean Development Mechanism (CDM) and Joint Implementation (JI) are two project-based flexibility mechanisms under the Kyoto Protocol. These mechanisms are based on the principle that the benefit to the climate of reducing greenhouse gas emissions is the same regardless of where they are reduced.

The CDM allows countries with an emission reduction target under the Kyoto Protocol (Annex I Parties) to implement greenhouse gas reduction or removal projects in non-Annex I Parties in order to generate Certified Emission Reductions (CERs).

Like all Kyoto units, CERs and ERUs can be used by Annex I Parties to meet their Kyoto targets. They can also be traded on international carbon markets under the third flexibility mechanism: international emissions trading.

Australian Guidelines and Procedures for Approving Participation in Joint Implementation Projects (September 2009)
The Clean Development Mechanism (CDM) and Joint Implementation (JI) are two project-based flexibility mechanisms under the Kyoto Protocol. Garnaut Climate Change Review Draft Report (04/07/2008)
The Garnaut Climate Change Review is an independent study by Professor Ross Garnaut, which was commissioned by Australia's Commonwealth, State and Territory Governments. The Review was established on 30 April 2007.

The Review will examine the impacts of climate change on the Australian economy, and recommend medium to long-term policies and policy frameworks to improve the prospects for sustainable prosperity.

The Review's Final Report is due on 30 September 2008, and a Draft Report was released on 4 July 2008. A number of forums have been held around Australia to engage the public on various issues relating to the Review.

Accounting for Emissions: A new Emission Calculating tool tested in six energy-related projects (1 December 2009)
The developed Emissions-Calculating tool facilitates regular monitoring of GHG impacts in energy-related projects. GTZ has tested the tool on six such projects and presents their results. With the Emissions-Calculating tool, GTZ combines aspects from existing accounting methods, such as ISO 14064 and the Greenhouse Gas Protocol, in order to maximize accuracy and efficiency with respect to time, effort and administrative burden for data collection and processing. The results from the testing of the Emissions-Calculating tool indicate that the potential for climate change mitigation is significant, and the development benefits are real.

This guideline helps to estimate the impact of the emissions caused by project activities and the direct and indirect contributions to emissions saved due to the project activities. The figures are established in a transparent manner without demanding too much input of resources from the respective project managers. Following the Kyoto Protocol, some countries have introduced (or are planning to introduce) a cap-and-trade system to curb carbon dioxide emissions from power generation and large industry. OECD Climate Change Mitigation Booklet (1 December 2008)
28 November 2008. The Organization for Economic Cooperation and Development (OECD) has published a booklet entitled “Climate Change Mitigation: What Do We Do?” that reviews the economics behind climate change mitigation options.
The publication summarises recent OECD analyses, including on the role of technological innovation and the impacts of policies to address carbon leakage. It provides arguments to help policy makers explain why postponing decisions, using the current financial crisis as an excuse, is a short-sighted policy. The analysis suggests an ambitious abatement strategy, allows for “breathing space” during the next 10-15 years, and stresses that this opportunity must be taken advantage of to avoid a “price-shock” that would be required if the strategy is delayed. The analysis indicates that every year of delay reduces this breathing space while raising the stringency of the measures required to meet the objective.

Optimising Carbon in the Australian Landscape (October 2009)
The power of terrestrial carbon to contribute to the climate change solution is profound. At a global scale, a 15 per cent increase in the world’s terrestrial carbon stock would remove the equivalent of all the carbon pollution emitted from fossil fuels since the beginning of the industrial revolution. The multiple public policy benefits for Australia in adopting full terrestrial carbon offsets are enormous, but there are also significant risks of an unregulated terrestrial carbon market to other areas of public policy.
